Review of Viet Nam’s Family Planning Program in the context of declining donor funding

The aim of this paper is to review the evolution of the family planning program (PFP) and its learning
experiences in transition from international donors to national funding. A total of 126 secondary documents including demographic and other surveys, government policy documents/ reports, donor reports,
and published research were reviewed. PFP is a priority of the Vietnam Government. The policy process of
transition was gradually and jointly implemented by both donors and the Viet Nam Government. The high
cost-effectiveness and high impacts of the PFP policy were also as rationales for investment in the context of
international budget declining. This influenced national political leaders to give sustained attention to the
issue. This important lesson can be considered for applying several similar programs such as HIV/AIDS in
Vietnam and in other countries.
