CURRENT STATUS OF MOBILITY DISABILITIES AND MOTOR REHABILITATION NEEDS AMONG PEOPLE WITH DISABILITIES IN NGHE AN PROVINCE, 2022

Nghiên cứu mô tả cắt ngang nhằm mục tiêu mô tả thực trạng khuyết tật và nhu cầu phục hồi chức năng
của người khuyết tật vận động Nghệ An. Cỡ mẫu gồm 1.239 người khuyết tật từ 16 tuổi trở lên tại ba địa
phương đại diện cho tỉnh Nghệ An theo vùng địa lý, kinh tế, xã hội, gồm huyện Quỳ Châu, Diễn Châu và
thành phố Vinh được chọn bằng phương pháp lấy mẫu phân tầng. Dữ liệu được thu thập trong năm 2022
thông qua khám lâm sàng bởi bác sĩ phục hồi chức năng để xác định thực trạng khuyết tật. Phỏng vấn và
quan sát bằng bộ công cụ do Bộ Y tế ban hành để xác định nhu cầu phục hồi chức năng vận động gồm
15 hoạt động. Kết quả có 80,3% mắc dạng khuyết tật vận động, dạng phổ biến nhất. Khả năng vận động
bị hạn chế đáng kể, với tỷ lệ thực hiện bình thường các hoạt động dao động từ 24,5% (đi bộ 1km) đến
50,7% (vận động tay). Có 80,3% người có nhu cầu phục hồi chức năng vận động, với nhu cầu mức nhẹ
chiếm cao nhất (35,7%), và có sự khác biệt đáng kể giữa 3 huyện/thành phố (p < 0,05). Cần áp dụng các
giải pháp phục hồi chức năng dựa vào cộng đồng phù hợp với dạng khuyết tât vận động để đáp ứng nhu
cầu của người khuyết tật tại Nghệ An.
Summary:
A cross-sectional descriptive study
was conducted to assess the current status
of disability and the need for physical
rehabilitation among individuals with mobility
impairments in Nghe An province. The study
sample included 1,239 persons with disabilities
aged 16 years and older, selected through
stratified sampling from three representative
localities-Quy Chau district, Dien Chau
district, and Vinh city-based on geographical,
economic, and social characteristics. Data
collection took place in 2022 and involved
clinical examinations by rehabilitation
physicians to determine the type and severity
of disabilities. In addition, interviews and
direct observations were conducted using a
standardized tool developed by the Ministry
of Health to assess the need for mobility
rehabilitation across 15 functional activities.
Findings revealed that 80.3% of participants
had mobility impairments, making it the most
prevalent type of disability. Functional mobility
was significantly limited, with the proportion
of individuals able to independently perform
specific tasks ranging from 24.5% (walking
1 km) to 50.7% (upper limb movement). A
total of 80.3% of respondents expressed a
need for mobility rehabilitation, with mild
needs accounting for the highest proportion
(35.7%). Statistically significant differences
in rehabilitation needs were observed across
the three surveyed locations (p < 0.05). These
results highlight the necessity of implementing
tailored community-based rehabilitation
interventions that are responsive to the specific
characteristics of mobility impairments in order
to meet the rehabilitation needs of persons with
disabilities in Nghe An.
